- Bi-State Development Agency (BSDA) Systems: MetroLink (Metro), MetroBus, Loop Trolley, BSDA ROW, BSDA Facilities
- BSDA/Metro PM (Project Manager): BSDA/MetroLink/Loop Trolley employee who is designated the project PM point of Contact
- Maintenance of Way (MOW): Traction Power, Rail ROW, Signals, Communications, Facilities and Structures
- Right of Way (ROW)
Authorization to access the Property and/or Right of Way (ROW) is required when there are coinciding ROW limits with other agencies.
General questions about procedures and coordination of site visits can be addressed by email or calling the Permit Coordinator at 314.575.1236.
Upon receipt and review of the initial request, impacts to the BSDA system will be defined by the Metro PM and communicated to requestor either by phone or email. During this initialization stage, the Metro PM will communicate to the requestor about the initial application and accessed fees for the request. Once all parties are in agreement with the fee tally, Metro will invoice the requestor for the accessed amount.
All checks shall be made out to BSDA/Metro-Transit, noting ROW Access Permit in the memo field.

- Easement assessments and licensing
- Legal review
- Exhibit development
- Engineering/design review
- Existing property rights
- Proposed property rights requiring draft plat
Permit Processing
Permit processing for ROW access will begin upon receipt of the application and accessed fees. The processing period could take 60 days.
NOTE: The more complex scoped projects/activities may require additional research and review time from BSDA stakeholders, including Engineering and Metro Operations. .
Requestor Start: The Right of Way (ROW) Access information is available here on the Contractor Resources page (see below). Complete the Project Overview document and insert it as the title page of your full submission, as this document helps determine the project/activity type and direction of processing. In addition to the ROW Access package, requests shall include all the other supporting documents for review:
- Utility locations
- Engineering drawings, sketched diagrams and maps
- Work plan with means and methods
- Resources
- Safety training certifications (Tier I is minimum required for general ROW occupancy)
- Proof of received accessed fees
The BSDA PM, upon receipt of paid invoicing and all requests with supporting documents, will route the information to BSDA stakeholders for review. Depending on impacts, detailed reviews will come from:
- Real Estate: Easement instruction and licensing for occupancy
- Safety: Enforcing latest OSHA regulations
- Engineering: Design review for constructability and sustainability
- MetroLink and Bus Operations: Impacts to train or bus operations, patron accommodations
- Maintenance of Way (MOW)/Metro: Impacts to infrastructure assets and systems
- Loop Trolley: Impacts to train operation, patron accommodations and systems
